Low & Cohen, PLLC provides legal counsel and representation in the areas of corporate, business and regulatory law, and legislative affairs, with a particular emphasis on the representation of the insurance industry.  The principal Members of the firm are both former Arizona Commissioners of Insurance.  J. Michael Low served as Commissioner (known in Arizona as the Director of Insurance) from 1980 – 1984.  Charles R. Cohen served as Commissioner from 1998 – 2003.  Both Mr. Low and Mr. Cohen are members of the Federation of Regulatory Counsel, an exclusive association of qualified insurance regulatory attorneys.

Prior to the formation of the Firm, Mr. Low enjoyed a lengthy tenure in public service. Most notably, he served in the capacity of Director of the Arizona Department of Insurance (1980-1984).
